Double standard undercuts HIV fight

The story in the link below indicates that the HIV epidemic continues to spread and one of the reason is the fact that the men insist on having more than one wives. I disagree with that point. If they had numerous wives but stayed within the confines of their marriage then things would be okay. So the real problem is that they are going out and having sex with other persons, much like it is in the western world we live in.

It doesnt matter how many people you are sleeping with, it matters if you are sleeping with them safely or not. Where do people come up with this stuff?
