I had a major debate with my mother about this issue before her recent death. She would not buy Canadian drugs despite projected substantial savings because she felt that the practice was clearly illegal. I felt that, though perhaps not 100% okay, it was a very common and tolerated practice. Thoughts?

Yes, she is right the Bush administration has failed to make it into law but I believe we are passed the point of being "just tolerated".
